Preheat overn to 400F
Drizzle the oil in the bottom of a 9 by 13-inch casserole dish
Lay the chicken across the bottom of the dish. Top with the water, vinegar, chives, garlic powder, onion powder, dill, red pepper flakes, black pepper, and salt
Cover the dish with foil and bake 20 minutes
Remove the dish from the oven and top with the cream cheese, half of the cheddar, and half of the bacon
Cover the dish with foil again and bake for 15 minutes more
Remove the dish from the oven and use 2 forks to shred the chicken
Top with the rest of the cheddar and bacon, and the scallion. Broil a couple minutes to melt the cheese
